Regional Regulatory Updates

Changes Coming to Nearly Half of Costa Rica's Employment
and Labor Laws 

Costa Rica is preparing to implement a series of significant changes to their
employment and labor laws which will become effective on July 25, 2017.  
An article from Littler Global indicates that nearly half of the country’s labor
and employment laws will be changed.  The article presents an abridged
outline of the most important changes under the reform and their potential
impact on three fronts: (1) individual labor law governing the
employer-employee relationship; (2) collective bargaining; and
(3) labor procedures.

Public Employees Striking in Argentina 

The response from Argentina’s labor unions to President Macri is becoming
increasingly clear, and has resulted in two recent strikes by public employees. 
The first involved immigration employees, and 
the most recent (4 April) was initiated by the teachers union.  Most publicly available
sources suggest that between 30,000 and 40,000 public workers have been
released, although many of those were contingent workers whose contracts
were not renewed early in the year.

ITF Claims DHL Fails to Honor Its Own Code of Conduct

DHL and the International Transport Federation (ITF) continue to have differences
related to employment and labor practices in Latin America. 
ITF recently published an article on their site, which shares what they describe as an
“independent investigation” by Breaking the Code. The investigation deals
specifically with activities in Chile, Colombia, and Panama.  The ITF  claims
that they now “have proof that it’s breaking it’s much trumpeted code of conduct."

Know the Chain Announces New Methodology to
Investigate Global Supply Chains

As we discussed in the Miami meeting, global supply chains will continue to come
under additional scrutiny.  Know the Chain (an NGO) has announced their
intention to conduct sector-level comparative benchmarking of corporate policies
and practices to address forced labor in their supply chain. They recently 
published their methodology, as well as the first 20 companies, who are all in the
information and communications technology (ICT) sector.  The objective is a
global view rather than Latin America focused.  However, they also announced
that their next efforts will target the food & beverage and apparel segments,
and will likely bring a focus much closer to home. 

Employment Rates Published in Mexico and Brazil

Trading Economics shows that the unemployment in Mexico continues to drop,
and was reported 4.15% in February, down from 4.24 in January.  At the same time,
 Brazil is continuing to show increasing levels of unemployment, and was at 8.2% for
the same period. That is an increase from 7.6% in January.  As always,
employment statistics have differing amounts of credibility and should be
viewed with care.

There is no agenda - just a free-flowing discussion among peers. Specific location

Additional small local networking groups are now forming in both the U.S. and
Latin America. Please edit your profile by 1 May 2016 to indicate which groups
are of interest to you. Hosts will then begin contacting the groups to determine
a meeting date and locations. Groups are currently forming for 6 regions:

LAMERG Training Programs Taking Shape

Dates are being finalized for the initial offerings of two training programs
approved by members in February 2016. Complete information, including
online registration, will be announced shortly via email and on www.lamerg.com.

The Latin America LR/ER Overview provides a discussion regarding major themes
and issues in several countries (Argentina, Brazil, Chile, Colombia, Mexico, Peru,
and Venezuela). This course will outline the general structure and process of
labor relations, scope of labor contracts, and typical points of negotiation. We
will also discuss the practical implications of the widely varying government
approaches, as well as constraints and approaches to restructuring and
outsourcing.

Littler Global will be our presenting partner in Miami and Sao Paulo.
Funes de Rioja & Asociados will be our presenting partner in Buenos Aires.

Leading From The Inside Out is intended for business leaders who are relocating
to Latin America from other regions, or within Latin America to assume new
leadership roles. Attendees will gain an understanding of different Latin American communication styles and behaviors, and receive a personal cultural assessment and comparison to the new country
(or countries). They will develop a behaviorally-based action plan for introduction
to the new organization and business environment, as well. Saltar Consulting will
be our partner in delivering the program, and many of you had a chance to
meet Natalie d’Aubermont Thompson during our recent meeting.

HR Policy Association Offers
Global Labor Relations Professional Certification 

HR Policy Association has recently communicated a series of programs leading
to their Global Labor Relations Professional Certification.  These include the
following three sessions:

·        The International Labor & Human Rights Agenda –
Implications for Global Firms and their Value Chain
 takes a deep dive into
international labor standards, the UN Guiding Principles for Business and
Human Rights, the John Ruggie "Protect, Respect and Remedy" Framework
and the OECD Guidelines.  
Location and Dates:April 26-27 in Washington, D.C.

·        Developing and Leading an Effective Global Labor Relations Program 
provides more in-depth guidance on creating the essential elements of a
multinational employment/labor relations program, including building the
business case for change, defining success, and creating a global employee and labor relations strategy.
Location and Dates:July 11-13 in New York City (hosted by IBM).

·        Understanding the Global Labor Challenge is the introductory course
that provides a fundamental understanding of the global LR/ER field in
order to manage a successful program.  
Location and Dates:September 13-15 in Crystal City, VA (hosted by Lockheed Martin).

The courses will be taught by the Association's and their global allies' experts
in the area of global employment relations, as well as leaders from
HR Policy Association member companies who offer their own perspective
on how their companies approach these issues.

AMEERG Meeting Approaching 

The Dubai AMEERG networking meeting will take place on the afternoon of
Monday April 25th- it will be hosted by  Hewlett Packard Enterprise at their
offices at Dubai Internet City. There is no charge for attending. The meeting
is open to people from BEERG and HR Policy member companies,so please
